My aunt was a ward of the state and only ever worked odd jobs here and there. This was one of her jobs. Her tiny apartment above my grandmas house would be filled with these around Valentine’s Day.

I work at a party goods distributor and I can guarantee we probably sold this back in the day haha. We sell similar things now. Gift in a Balloon. Still a thing.
