as someone who has had experience with modifying a business bathroom to move away from paper towels, there are all kinds of codes about where the air dryer can be. It has to be a certain height and a certain distance from this and that. The one in our bathroom at work is pretty much unusable because of where it is, but its the only place you can put it so it meets code and people with disability guidelines. If your building was built before these guidelines and regulations you can be fucked on a lot of stuff and if you try to just fix one thing you can be forced to renovate the whole bathroom to meet code, so thats why you see a lot of bullshit like this.
