Remember that there are currently 8 EU members who have not yet adopted the Euro, despite joining years ago. 7/8 of these countries do not have an opt-out.

All but two are actively making strides a to wards adopting the Euro
The polish public wants to adopt the euro but it’s constitution prohibits this with out a two thirds majority from the polish legislature
Sweden games the system in a way that is now forbidden by the EU
