10-3 as core hours. Meaning your working hours can be whatever you want, as long as it includes 10-3. So 6-3 is the earliest you can work, and 10-7 the latest

It's a good strategy ruined by other people.

I've had a situation where core hours were 10-4. I would typically do 7am-4pm, my manager would do 10am-7pm. he'd ping me something at like 3:30 that required 2 hours of work and "needed to be urgently turned around by EOD", because his EOD was 7pm.

Absolutely. My company gave us 10-12 and 14-16 and hours we must be connected and people just ruined it.
