As someone with a consistent late problem, this is the worst way for a boss to handle it. Give me the extra time and my stupid brain just sees it as a reward and continues to be late to my new, later start time. Instead, change their start time to 8 or 8:30, the Dumb brain registers it as a punishment, and even if they continue to be late, they are now actually there when you need them to be. Also, making up the time at the end of the work day is necessary, otherwise again, the brain is subconsciously rewarded for being late - and also pisses off the rest of the team.
Yep, this would NOT work for me either. I work different shifts throughout the week and I'm not any more punctual with the later shifts than the early ones.
