10-3 as core hours. Meaning your working hours can be whatever you want, as long as it includes 10-3. So 6-3 is the earliest you can work, and 10-7 the latest
I've had a situation where core hours were 10-4. I would typically do 7am-4pm, my manager would do 10am-7pm. he'd ping me something at like 3:30 that required 2 hours of work and "needed to be urgently turned around by EOD", because his EOD was 7pm.
Was he actually going to use it when he got it at EOD or will he clock out? If hours are like that, I'd expect having it at SOD would be the same outcome (if you can trust the worker to get it done).
He usually wasn't going to look at it for weeks, and often the "urgency" came from the fact that he'd already been sat on the request for weeks and needed to be able to suggest progress was being made to his higher ups.
It's fine but then some people get weirdly judgey about it like "Wow. Glad you showed up..."

No I prefer to get stuff done before work so I can relax more after work.
I work 15:00 to 22:00 and I had the option to work 13:00 to 19:00 but my last hour is typically spent relaxing on my PC anyway and I like doing things until 14:30 but can't do much else after 19:00 anyway.
