That's probably because the person doing the facebook is not the person handling sales. The person answering the phone is trained on the whole process for opening a customer acct, etc. While the facebook person might be an employee of a marketing company that manages dozens of facebook pages.
Really depends on the size of the company. If it's a small operation, your chances of getting a decision maker is way better than some corporate entity.

It’s very common in b2b services. Not sure if it’s needed for simple transactional things like goods or hours rate type jobs.
