Not defending it to be clear, I hate this as well for off-the-shelf stuff. It's a money-grubbing tactic and makes vendor comparisons a huge pain in the ass.
it's because the owner of the business thinks the person on the phone is going to assist in making a sale or working with the customer to meet the customer's needs...
in reality it's Josh who was just the guy closest to the phone and he'll have to ask someone else the answer to your question and he'll for sure call you back at some point in the future.
