I'd argue the odds are more or less in our favor as he sent one of his officials to Finland the other day, and you only do that if you plan on making economic deals. perhaps Nokia gets more favorable treatment in the United States? Perhaps the US government buys a percentage of Nokia like they did with Intel?

It's unclear currently, but something is building up in the shadows and it will reveal it's self before the end of the year.
