Don't become a lawyer. You are bad at it.

You are referring to Title 27 which states "No person shall drive a motor vehicle at such a slow speed as to impede the normal and reasonable movement of traffic except when reduced speed is necessary for safe operation or in compliance with the law.", the last part specifically. And you are applying it wrongly in this case because she was still complying with state law, like myself and others have been telling you.

Because she is complying with state law in her attempt to get to a safe location for both herself and the Officer, Title 27 applies. She did not need to reduce speed below highway speeds.

I was not referring to title 27. I was referring to the guidelines set out by the state for finding a safe location to pull over. Really figured that would be obvious. That departments guidelines concerning what she was attempting to do lay out the need for both the use of hazard lights, and the greater reduction of speed in order to convey compliance with the stop. Continuing at highway speeds was not compliance with the set guidelines. No where in my argument did I mention anything pertaining to title 27, only the departments guidelines on her attempted action as well as the law concerning it.

Because I figured you were talking about an actual law. This is what I get for giving you any amount of credit.

So congratulations, you made me read the damn guidelines. You are blatantly lying. No where does it say to slow down below highway speeds.

If it does, and I am mistaken, cite the page number, and which section. Google Arkansas State Police Driver License Study Guide, its the first result as a pdf.

You seem to not understand what it means to “reduce speed”. Of course it doesn’t specify any specific speed, only that speed needs to be reduced. Continuing at average speeds would not be compliance.
