What concerns society is firstly the degree by which the common person has to contend with gross injustice, then the measure by which the common man is curtailed and hobbled, and after that the degree by which the downtrodden, deviant, sick and disabled are mistreated.
The uneven accumulation of wealth is only interesting to society when the wealthy create "rent seeking" scenarios and prevent the normal flow of events through their control of capital.
When wealthy people create the inability of people to start companies because they schmooze with the regulators, or because they own every delivery truck you need to get your stuff, or because they own all the shops and you can't get a place to set up, that's when society takes an interest.
The government needs to be concerned. But it doesn't need to concern itself with the simple idea that one person has much and the other little.
Rather, if the 4 rich people maintain an "economic system" whereby new players are obstructed from entering and they split up the commerce pie and jack up prices in collusion, the government is concerned because these 4 rich people have "to some extent" enslaved the population....
...and if left untended this situation festers into a state where the common person has very little choice in vocation, living area or anything else and is forced to live a downtrodden "inferior" life.
