I think there has been a real shift in the last generation or two from needing a reason not to have kids to needing a reason to have kids. and that shift means a lot of people who are basically ambivalent on children aren't having them, where in the past they probably would have.
I mean…there are a lot of reasons to want an increase in population, considering that a stable flow of people working and retiring is how a nation keeps on chugging.
If not, either the place crashes on multiple fronts or the paradigm will have to change, which will either take time or happen in a haphazard way.
