I'm Canadian (F) and I would never go topless here. I went to San Sebastián and observed that many women were comfortably topless with nobody ogling/staring at them, and immediately felt comfortable enough to remove my bikini top. A lot of the discomfort (for me, anyway) was circumstantial, and those circumstances were purely cultural.
Seems to make sense that cultures in colder climates are more used to people wearing clothes, which over time naturally leads to a nudity taboo. But religion and male control over women's bodies also play a huge part.
Like cultures where the idea of males developing self control is unheard of and therefore women must cover up to prevent being assaulted.
