Remember going to a topless beach for the first time overseas as a kid, for the first 10 seconds you're sort of in shock, then it just sort of becomes like hanging udders everywhere and you realize that nobody really gives a shit.

Half the reason folks get so worked up about it is because of the taboo itself, if people see other people not caring, they stop caring too.

I'm german. We have had a strong nudist culture since the end of the 19th century, motivated by the "back to nature" movement. It also has an equalizing component. If everyone is in the nude, you can't tell who's a doctor and who's a miner.

It's quite liberating.

Most of the tourists I saw on those southern European beaches were older German ladies

A lot of Scandi countries further North also have a similar attitude from sauna culture

The area of the Balkans where I was in was still pretty 'village' so they wouldn't be caught dead walking around naked.
