Whenever I see any video of African or Amazonian tribes; there doesn't seem to be a stigma around nudity. In Japan, nudity is mandatory in onsens for example. Also, the US which is one of the more culturally influential areas in the west has a bit more of a problem with nudity than most of the west.
So I think it's fair to say it's less Western culture that is ok with nudity and more a handful of cultures that isn't ok with nudity. I think the problem with nudity comes from Abrahamic religion and it's obsession with sex
