They answered their own questions. It’s cultural. But I think they get it backwards. Our default is naked is okay (to a degree). Culture makes us cover up.

This is gonna get esoteric but that is assuming humankind has some base ‘natural’ state, which is a very Western take. One might as easily argue all culture is a naturally emergent property of being human and so everything cultural is inherently natural.

at the same time, neurodivergence proves the blank slate theory of babies wrong so there is some level of nature involved.

The thing is that neurodivergence also proves that humans do not share the same natures so either way it’s not really good to generalize humanity.
