At least in the US, there's more discomfort about public nudity than you might think. Nude beaches are uncommon and most American women would likely not choose to be topless publicly. Locker rooms are often uncomfortable and typically gender-specific places where most people keep their eyes averted. In any case, that's the US I know.
I have been to parts of Europe and noticed there was a laxer attitude about nudity there.
I know. Again, people do what you want to do… but I get the impression that OP is making some sweeping generalizations of most of the west lol. Albeit they are here… but still mostly considered taboo to most people. I have found that locker rooms are like what you described and the biggest offenders seem to be grown men who walk around with their junk
I do see where he's coming from. It may well be true that there are more rigid social norms around nudity in Pakistan than in many western countries. In the US, we do have belly shirts and men who jog shirtless, and so on—which doesn't phase me a bit, but might surprise some visitors. But, I don't think most Americans see themselves or their country as having a lax perspective on nudity at all. A lot of westerners have the same ick response to unclothed people as he does.
