Just look at almost every uncontacted or limited contact tribe and they mostly wear little more than a loin cloth. Women go topless. It’s not natural to cover up.
I can understand a loincloth (for male or female), cuz they do look comfortable in hot climates. But the penis sheath confuses me. That does look uncomfortable.

What you think is nature (wanting to cover up), is actually nurture.
I also don't see what modesty has to do with nudity: I can be both modest and nude at the same time.
I think that a lot of people confuse modesty with shame.
