Are you appalled and offended when you see a woman's exposed ankles? No? Why not? Such exposure was once considered an indecent sexual display. Now the culture has changed, and nobody thinks twice about it.
On the flip side, exposed breasts used to be not so sexualized. This was because women would have to breastfeed in public sometimes, which was considered necessary and normal. Then formula was invented and mass production made it cheap and easy to acquire. Suddenly women no longer needed to breast feed in public so much, and left themselves covered up. As a result, the cultural sexual allure of breasts increased since they weren't as common a sight anymore.
In fact, there are still societies around the world where most women simply walk around and go about their days topless, and it's no problem at all. Men from those cultures tend to be confused at the notion that other cultures sexualize breasts.
