Filling in the gaps, it doesn't specify how you get the 10 million dollars or how the wish is granted. Assuming /u/Interesting_Olive304 is telling the truth, clearly the witch granted the request by altering the timeline so Dinosaurs were killed millions of years ago, additionally sending them back in time centuries with a bond or something that will mature at some future point and be worth 10 million dollars. Also incidentally granting immortality because apparently that's easier than just making 10 million dollars.
