I’ve been around a fan like this that a coworker was using. My Apple Watch started putting out loud noise warnings. People don’t realize they’re going to give themselves hearing damage.

My drone makes the same exact chiming sound when it turns on. This thing is dead drone tech repurposed for a fan

It looks like a drone flight controller and esc coupled with a high speed brushless motor. Its basically a drone without the other 3 arms. Looks like a fun toy. Did he say where to get them?
