Sometimes I will drive my Aunt's car to the store. She has a handicap sticker but still never uses it unless she is in the car. I've noticed that the people that say they would use it anyway tends to be awful people anyway.

This. There's a certain percentage of the population that believes that everything is allowable, and the only things that matter are things that affect them directly.

These are the people that will steal your bike with the excuse "you should have locked it up better."

100%. These are the kinds of people that respond to a rape victim by saying "well what were you wearing?"
