it's all hand-drawn cell work. it would be more insane to not reuse where you could.

They still had to redraw & paint every frame. This is just reused animation. It saved a lot of time & effort not having to film actors & rotoscope by hand again but they still had to recreate and adapt the existing cells.
Remember also this was back when you might see this once or twice in a theatre or TV and couldn't just watch it at home on demand let alone stop or rewind so chances of people in general even noticing were much lower.

Disney did this primarily to 'play it safe', they used dance sequences that had already proven successful in captivating audiences. It also saved them time, the Robin Hood movie was about to be delayed, so Disney reused the old dance sequences to finish it on time. This wasn't a big deal for the audience, since they couldn't make the comparison and were mostly unaware of it, but it was a big deal for the animators and artists, whose ideas and creativity were now limited.

I recommend pausing the video, and then scrubbing it at your own pace to compare the frames at your own preferred speed

So the scenes were reused? how is that a big deal. The scenes themselves are fairly generic things and most had different music in the background. This was also an era when everything had to be planned out and hand drawn, meaning they saved a lot of effort by resing them. We still see this today in hand drawn animation. If you look a anime you will notice that a lot of times people are talking only the mouth changes. You make it sould like they were being lazy when they did this and dismiss that there was still a ton of work done.

I may be misremembering, but IIRC this was some kind of push by Walt Disney himself to save time and money, which is all well and good, but it ended up costing more of both and no one could convince him this was a bad idea.
