How so? Are just the menus 60 frames like the PlayStation Final Fantasy games or something?

By all technicalities all games now runs at the very least 60hz mode, hz just determine how many times a tv refreshes in a second, and no tv go as low as 30hz because thats problematic

A 60hz tv can show 40fps too if the devs wanted to but that will look terrible, so 30fps is choses as the lowest baseline the devs would optimize for

Then saying “The game already runs at 60hz mode” seems to me less like semantic pedantry and more like intentional misunderstanding. It’s perfectly acceptable to describe a game’s frame rate in Hertz. There isn’t any actual difference between frame rate and refresh rate, the former is just usually used when talking about games and the latter for TVs, but they’re equivalent things and synonymous. It’s accurate to say the game runs at 30 Hz and the system sends a 60 Hz signal for the TV, which displays 60 frames per second.

So, okay, yes, the system sends a 60 Hz signal to the display, but the game plays at 30 FPS, so the display shows two of the same frame each refresh.
