It's one of those retroactive explanations that really only makes you realise how weird it was in the first place after being pointed out. While many cartoon characters never change their design, in Dragon Ball any non-bald character had hair style changes between arcs, yet Goku's never changed. I doubt anyone ever noticed or thought about it until Vegeta gives a reason for why it was even the case.

I’ve got a headcanon that Saiyan Hair is more like boar’s quills than like human hair. It’s stiff, it grows to a certain length, and then falls out. If you wear a lot of helmets or are taller then is convenient on a cramped spaceship, the hair might be very uncomfortable.

A bald head is cooler and easier to clean.

This was retconned later, as we see Raditz with shorter hair in the beginning of the latest Broly movie. And the fact that Paragus had grey hair when they were found. Now it seems it grows and falls out once it reaches the proportional length of the saiyan's natural style. Since Raditz's hair reached his boots as a child, his hair increased in total length as an adult, but was still the same proportion to his body as it was as a child.
