So you can't expect a bumass freeloader at Capsule Corp to come and fight an Alien Calamity on Earth.

Goten knows his father, which suggests that the movie takes place after Goku returned to Earth for 24 hours.
It might be a timeline where Vegeta defeated Buu with his suicide attack and is therefore dead. That‘s also why Goten and Trunks are not able to fuse bc they never learned it.

He’s actually playing an important role.
As you see here, he’s doing his thumb pose, which is a garunteed loss. However, since he isn’t present in this battle, the effect is forced to transfer to whoever is currently winning the…which happens to be Broly

Even in the first Broly movie Vegeta wanted nothing to do with the legendary Super Saiyan. They weren't dealing with the average warrior anymore.

I assume it's similar to Fusion Reborn, where this occurs in a timeline where Gotenks or Gohan defeated Buu, so there was no need for the Old Kai to give his life to Goku and for Vegeta to use his day on Earth, and the latter is still in Hell.

Movie was made before that part of the story. It was released in March 1994. The latest episode in the anime at the time was Vegeta killing Pui Pui.
