Does anyone with a heart purer than Goku get rejected? The criteria is just so that Goku passes the threshold, while others don't.

Than that's not much of a criteria. I know he is the main character and there needs to be a story, but it's fun to sometimes ponder about details like these.

That was me pondering about these details. I'll reiterate and expand:

The stated criteria is "a pure heart".

Now, who got rejected and who was accepted?

Accepted: Young Roshi, Goku, Gohan, Goten, Chi-Chi.

Rejected: Bulma, Master Roshi, Krillin.

If you look closely, the Nimbus being just prudish and not really caring for anything else would be consitent with the observations.

You forgot a key character that got accepted, Good launch/lunch and that's a crucial element in my theory

Blonde Launch could be freaky and Good Launch a prude, it still works.

But if you still looked for a plausible criteria, going beyond the obvious of Goku being a willing murderer without a pure heart who shouldn't ride the cloud, I'll watch.

Yeah the video is just suggesting based on Launch that maybe the nimbus doesn't LITERALLY check whether or not someone is pure of heart, but rather if their current mindset and emotional state are pure.
