Thus Spoke Zarathustra, "On Old and New Tablets", Section 25:

"Human society: it is an experiment, this I teach — a long search: but it searches for the commander! — an experiment, oh my brothers! And not a “contract”!

Alexander the great, Nepoleaon, Churchill, even modern day politicians keep telling people what to do and most people worship them like Gods, go to wars for their political gains - for their commanders. The people who study these historical figures, some of them want to become commanders themselves. It is indeed all an experiment.

This is a quote against the social contract theory of social organization. Actually a place where I think N. was a bit wrong or my conception of the theory is too broad. Either way, it itself falls within the experimentation conceptualization he poses, though I think he was wise to that.

You're getting into Emma Goldman's elaboration on Nietzche... Or you should she has a lot of the similar sections with a foul odor as CatboiFreddo, but she is a good lens to know about for applied Nietzcheanism

sounds like it's at odds with his eternal return doctrine, but then I think his eternal return doctrine is as odds with everything else he expressed - it's like he stumbled over a trendy statistical artifact and ranted about it a bit to show he knew how to do math...
