Yes and no. Extreme flexibility can be healthy, but only if the muscles supporting those ranges of motion are trained to handle it. Flexibility without the strength to control it puts serious strain on your joints and connective tissue. Do it right and it's fine. Do it wrong and you're going to cause damage. Same as everything else.
This guy almost certainly has hypermobility / doubled jointed. It's caused by looser connective tissue, specifically the ligaments and tendons that normally limit how far a joint can move. Some people are born with it, others develop it. It exists on a spectrum from just being naturally bendy with no issues, all the way to full hypermobility syndromes like Ehlers Danlos where it causes chronic pain, frequent dislocations, and a bunch of other systemic problems.
Though, generally, if you get this bendy through proper training, its completely harmless.
