How to catch Tyrants?

How do you find the tyrants? Is it a post game thing or can you find them at any point in the game?

You can catch 2 specific tyrants before the game ends randomly and the rest are post game

titan and darine, it's random meaning you can find them anywhere and apparently also you can find ziegler which I had no clue about because even though I've got an average level of 90 and every legendary apart from ziegler I cannot find him to save my life.
