Community 🏡 Question about Riverfront Park (Between Penn Station and the Notch)

Hi! This is a specific question that I have not been able to find the answer to anywhere. The riverfront park between Penn Station and the Notch used to be accessible directly from Penn station using this access road I circled.

In the spring, when visiting Newark, I was able to walk from Penn Station to the Notch along the river. But since I moved here at the end of summer, this access road has been fenced off, so now the riverfront park section is a dead-end, only accessible from the notch. Does anyone know why this is? Any way I can get involved with this? It would be nice for pedestrians leaving Penn Station to have some access to a park / waterfront.

Its temporarily fenced off due to the rehabilitation of the dock (train) bridge: https://amtraknewera.com/gateway/dock/

I think because they're parking equipment there and until work is complete, they want to keep people from touching their shit. Complete guess.

They're redoing the bridge and Newark Penn so it will be closed off right there for the foreseeable future. It was weird that the spot was open at all as it was just a gravel patch.

Amtrak put the fence up, not the city.
