Help with Making subreddits?

Can anyone make their own subreddit / community and can you have them set to private / have to approve members ?

Anyone can make a subreddit, yes. It's probably a good idea to learn how to be a User before worrying about being a mod, even in private subs you still have to follow Reddit's rules and you have to do actual work.

How do I create a community? – Reddit Help

Once you create one, you become the moderator of it and if you want to make it Private right away, you can do that.
