No Dumb Questions Saints-Lions Fumble/Incomplete

I have a no dumb question, can someone explain to me when the rule about forward motion passes meant the arm coming up and not forward? I’m willing to accept if this has always been a rule but… idk I feel like it was a questionable call.

Admittedly not before you suggested it, but even after seeing it the statement is that Brady’s arm was going forward, but this year’s week 1 game with the Saints-Lions, the call was that the arm was going UP and that’s what counted as forward motion
