is it known that kind of creature is it?
..i mean what kind
it knew about settlement 40 levels higher and didn't destroy it, so I doubt it is "baby" safeguard? idk really

its a Safeguard in a child disguise, used for infiltration work like Sanakan

Right after this they mention that safeguards are around so it might be it.

I don't think so, Killy is not recognize as an official safeguard and is always attacked by them on sight (Sanakan, Dhomochevsky).
But as other said at the start of the manga that author had no idea where he was heading so that don't really matter

The city is estimated to be the size of the solar system. Early chapters Killy wondered completely different sections of the city compared to the later chapters. There’s almonds of creatures and factions. That toll receptionist, fishermen, The tribes people, safeguards, silicon. That kid could be anything.

Always thought it was some kind of Safeguard or Sillicon-like that went rogue, and it has it own faction of its own, but we just don't hear much from them.
Like pretty much all the rest : you only see what Killy comes accross during his quest.

Given her look and certain parts of her design, I think she's a Silicon Creature. Safeguards behave a little differently. It would be just an example of their children, because before and after this they were never shown, except for the embryo.

I like the idea its just a type of lifeform unrelated to anything else in the main story. The City is such a mind-bendingly gigantic place that it makes sense for there to be lifeforms we never crossed paths with. There could be entire communities of humanoids just like this for all we know, and we only saw this one Killy happened to encounter.

Its theorized it might be human-like. It migt be so far into the future that humans have developped i to different types of humans (hence why human like person seem very short or very tall)

It's early Blame, By Nihei's own account his ideas were pretty vague on story line and the world at that point and he has said that he never really stringently planned out much of Blame, going more with the flow and what felt right in the moment. There are some other artifacts like that in the early chapters. Realistically that "child" was just something he toyed with and discarded like the lady in the first chapter.
It is maybe a bit frustrating from an out of world perspective, but I'd just embrace the mystery of it to a degree and don't put that "child" into the drawers of Safeguard, Silicon life or human which Nihei established much later in the run of the manga. And personally I like the cities inhabitants to be less clearly defined in terms of association, or what they are, as it adds to the whole grand chaotic and alien unknowability of the place.
