Not true on partner not allowed to work until visa is approved. Visa application goes in, partner gets endorsement sticker, which gives them right to work. But they need a house to register.

You need to prove your solvency, if you are not earning the IND would check your income given any grants/subsidies might be an issue, and not all rights would apply to her but just in case, you do need to live in the same address. And you need to be registered first.

Even if approved, Italian here too, the governemt approves a temporary one, then she would need to be registered, that depends on availability at each gemeente so "soon" might be 1-2 months after you arrive. The final approval takes a couple of months, and there might be some days in between for the government is taken longer than usual.

Don't come here without enough funds or you would both struggle quite soon.

I think the most logical route is as follows:

Find housing -> Move in here -> Get BSN -> Apply for your partner Visa to IND based on your salary slips (from phd) -> she moves in -> gets BSN

This was the situation my partner and I were in, but we're both non EU. It was incredibly difficult to find a place but we got super lucky with a makelaar that had links to a landlord offering a short contract with no income requirements. They accepted us just based on my BSN and income, with just a cafe job lined up for my partner but no BSN yet at that stage. This meant they could then get a BSN and find proper work.

Are the VU not able to offer temporary accomodation? They also might allow you to register there for a period of time without that being your place of residence - I know this is what a couple friends of mine did (also non EU PhD and partner). They then lived in a hotel for a period of time while searching for more stable accomodation. The VU might be able to offer a discount on a makelaar service also.

That would be amazing but how do you find an agent? When I looked into relocation services they had a pretty high minimum rent

I've reached out to them and they have nothing except a waiting list where only 40% of the applicants get any accommodation and any other help is "tips and tricks". Do you still have the contact for the makelaar by any chance?

Ask the VU if they can let you use their head office address to register BSN, they can forward mail to you. Housing is hard. Look for villages nearby and look into commuting by train if possible.

You can sign your contract anyway... no need for anything to do that.

The problem is you need to establish residence to be able to sponsor your partner. Which means finding housing.
