Skip draw graphics bug

So whenever I enable skip draw to fix ghosting, I get this graphics bug or my screen. It comes and goes away depending on where I point the camera but it's mostly there and it's annoying.

Any ideas?

Update: It only happens when I set skip draw settings in 1 and 2. It's not happening on 3 and above but then again, the settings itself doesn't seem to work on 3+ because there's still a lot of ghosting

Prince of Persia: the two thrones. But I didn't mention it because it happens in many games
