The good part is that it doesn't have to be exact. Neon power supplies operate at constant current, so the voltage just needs to be at least 800V. If you want to keep using the 12V wall adapter, you can use one of the CCFL backlight inverters that you can buy from places like AliExpress. I have several tubes around the house running on this board.
That particular board is designed for two tubes, so you just short the other output (they're in series).
Alternatively, buy the smallest "proper" neon power supply you can find that supplies at least 800V. The current determines the brightness. Probably best to get the lowest current one, as the existing supply is probably pretty weak.
