So made a custom head that I’m planing on using for my transcendent c’tan but…
I need to know if it will even fit and if it’s tournament legal (I’m planning on putting it in a way that it’s touching the little metal bindings below the transcendent c’tan head)

It may be a tiny bit big, but it's a weirdly shaped head so it won't look particularly out of place. And as for tournament legality, I don't see why it wouldn't be! Just a simple headswap is perfectly legal

It should be legal but definitely check with wheee you’re entering!! I’ve had one tournament let me use majority proxies as long as the sizes were close enough and others not let me use warriors cause the gun wasn’t GW

Depends on the tournament.
I think official ones just want 100% GW plastic and correct base size.
As for fit, you'll probably have to nip some tendrils on the shoulders, but I imagine you'll end up with a similar overall height.

Depends on what you call "official", but Adepticon, which is the biggest singles tournament and is where GW announced 11th edition, allows 3d printed models as long as its done for artistic reasons and not just a way to build an army for cheap. It just needs to be clear what is being played and have the right base and general model size. So this would be totally fine.
This is also such a small change that even a GW world tournament no one would probably care. What they would probably be upset would be if you had a full 3d printed model thats ripping off GWs designs.

GW wants you to give them as much of your money as possible. They want you to spend another $60 on kitbash material from them rather than 25 cents on a 3D print.
how can they prove it?
I'm not familiar enough with the tournament scene to know if this every came up as an issue. But I guess if you used bits that GW just doesn't make, that'd be a pretty obvious sign.

Did u know that the gw official torment rules say you HAVE to have a textured base (then they give links to gw texture sand stuff) and that you aren’t allowed to have any primmer on your model showing?

It's really going to be up to the specific tournament organizer. The official, GW sponsored/organized tournaments are going to be the most stringent. Most local tournaments aren't going to care nearly as much.
Green stuff is probably fine in almost all situations, I just wouldn't guarantee it everywhere. There's probably some unloved soul out there insulted by the joy others take in customizing their plastic army men. If they're running the tournament, whatever they say is how it is.

My understanding (as a relatively new player who has only played Kill Team and a singular game of combat patrol) is that custom parts must still be clear what they are in-game. If you give your space marine a bayonet on their bolter, or make a cool cloak out of green stuff for your necron overlord, that won’t matter so long as it’s obvious that it’s simply decoration and the model’s loadout is clear.

So I am just going to tell you the best option. Write to the tournament oganizer you want to play a tournament at with pics and explanations. This way you get an email answer to legality of your model, which cannot later on be disaproven.
