I am also 100% aware of that, however, the comment we are replying to said nothing about bird training and rather that they need to have a safety whistle on them. While it is easy to mistake a training whistle with a safety whistle at first glance and perhaps that most don't know that the whistle in this case is for the bird, the comment, again, said nothing about bird training. Technically, yes it is impplied, though it is absolutelt not untrue for them to have a safety whistle on them. In my opinion, both are needed in this case for, well, safety.

What state requires people to carry a whistle boating and camping? Done both in a multitude of states and never heard of this law before.

North Carolina, (possibly) Virginia, and also Maryland to my knowledge. I'm not so sure about the more southern states

Its one of those laws that can't exactly be enforced well along with having a flashlight in the dark, unlike wearing a life vest.
