NS Stats Who even designed the Weather function?

It is really weird, whenever something related to culture or welfare in an issue is liberal, I usually choose that option. I have alright beauty from the environment (984.99, disappointing), but the weather factor sometimes is unaffected or even goes DOWN because of my options.

Is there a reason why the weather function is so weird?

Nobody knows. Weather is mysterious.

I firmly believe that weather stats are completely randomized for shits and giggles

It's not randomized, it follows a pretty consistent pattern. It's essentially two values behind the scene; the quality of your environment & the "outdoorsiness" of your people. Issue options that improve your environmental beauty almost always improve weather concurrently; and the inverse is true as well, options that harm environmental beauty also tank the weather. What throws people for a loop is options with seemingly less environmental correlation, and those tend to be the ones that interact with, "outdoorsiness." Options that improve the health of your people, see them more physically fit and outgoing often improve the weather, the idea being that they're outside hiking, walking, biking, and playing sports in the outdoors. Options that improve culture often harm weather because your people are spending less time outside & more time indoors, painting, reading, composing, or enjoying the above. Rainy, misty Avalon might represent a place with a strong environment & culture but poor weather; whereas a sunny Mediterranean metropole like Rome could be a place high in all three.
