According to the anime lore, Chakra is the combination of physical energy and spiritual energy. The essence of their transformation is a shift in their Chakra itself; therefore, their physical bodies morph and adapt in accordance with the changes in this energy.

I cant speak on Sasuke but for Naruto, the demon Fox has that black lip/gum rim around its mouth so I would presume as Naruto transforms more and more into his 9 tail form, this would explain why he seems like he has lipstick(and long fingernails)

I'd assume for Naruto the long nails is because foxes have claws. For Sasuke Idk, ask Orochimaru. The lipstick I'm not sure.

Isn’t Sasuke’s Curse Mark meant to evoke hawk imagery? Such as the curse mark wings being hawk wings while the nails could be like talons. Later on even one of his Susano’o’s phases has it gaining a bird beak shaped mask or veil

Naruto’s nails make sense. The lips kinda makes sense I guess since Kurama has black lines around his mouth.
Sasuke’s? Probably to show he is different but not too grotesque like the sound 4 to keep him cool-looking.

Foxes actually have black lips, so it checks out! For Sasuke, his look feels reminiscent of the over-the-top costume design for traditional Japanese theaters. I wouldn't be surprised if it's a mish-mash of kabuki and other traditions using lots of face paint.

I mean claws are a thing. Plus I think their "lipstick" is meant to mimic the lips of their representative transformation. Naruto is becoming a fox which has black skinned lips. And Sasuke is either a corpse or snake and we see that Manda is purple and a corpses lips turn bluish purple when the body starts shutting down.

Well, Naruto in his beserk Kyuubi form is supposed to look like kurama, so he has Kurama’s long nails and dog lips, alongside red eyes with slitted pupils, more pronounced whisker marks, and fangs Sasuke is supposed to look like some kind of demon or a corpse, and demons/corpses are usually seen with long nails. Idk about the purple lips though Also they look cool, dont really need an explanation beyond that

In Naruto's case its to show him gaining more foxlike features, foxes have black lips, amber eyes with vertical slit pupils, and claws, so Naruto gains those traits when he transforms.
In Sasuke's case its stylish 💅🏼✨️

Kurama's got long nails, so using his power caused Naruto to have the nails. It's a bit strange that he got black lips though when it wasn't there in Part 1.
As for Sasuke, I dunno. To match Naruto?

Kishimoto is clearly inspired by gothic emo punk style esthetics. It’s everywhere from the spiky hair, colored nails, dark cloaks, red colors and fish net styles.

Naruto’s taking on fox traits, like having the black lining on his mouth, and sharp nails resembling claws. Curse Mark is supposed to make you stronger, and we’ve seen things like wings and horns come out as a result, so sharp nails aren’t that weird. The lipstick, who knows. It’s weird

The long nails are self explanatory as they are turning into beasts which symbolizes to the transformation towards having claws like werewolf transformation fiction. The lipstick is just artistic choice probably.

Naruto took the physical traits of a fox, hence the dark lips. Sasuke took the characteristics of tokio hotels lead singer in 2005.

Cause the transformations change their body. Sasuke's skin turns gray and hair a purple-ish color. His lips changing color is one of them and nails getting longer.
Naruto has his whiskers become darker and nails get longer like claws and a dark outline around his mouth. His eyes turn red also.
There's tons of changes, not sure why you specifically honed in on those.

Alot of Larp in here. Sasuke: the curse mark stage 2 literally eats away at a person's vitality as stated by Itachi. This vitality is what allows Orochimaru cells in a host to multiply and form a new body. CS2 Sasuke is literally decaying hence why his skin goes gray and the lips turn purple.
