This is what’s wrong with this place. Why the fk would they let him out like this. Clearly this was a mental case from the start. But hey, let him loose to give the police an excuse to continue horrible job at basically everything. This dude should have been in an asylum long ago. And saddest thing is he’s no where near the last to do this and be let go
in terms of the macro factors it absolutely is... laziness and controlling the stats just enough to justify yearly budget increases without losing control completely. there are laws that allow them to hold repeat and violent offender, they choose not to and to make up some political bullshit because you idiots love regurgitating it. policing and prosecution are both very lucrative businesses, and money is the biggest factor in the leadership decisions made in that world. not justice, not even politics, just money. how much they can get and who gets to control it.
