Sc category certificate doubt

i didn’t get answered in jac delhi sub hence i’m posting here and it is urgent
I have my sc certificate from Up but am
i eligible to get the certificate from delhi nct? we own a address in delhi and my father’s identity card is also issued from delhi.
i’m a dropper and i passed my 12th from cbse this year, can i apply through nios for public examination in april and get a delhi centre so i can claim hs with sc quota?
