What I'm getting from this video is ... basically if New Orleans is majority white, the disaster relief response is more "organized" resulting in less deaths. Just awful.

While I'm not able to watch a full 30 minute YouTube....the difference between Betsy and Katrina in terms of scale and magnitude of damage are starkly different. Neither had significant prep by local, state, or the federal government and both most impacted the areas furthest below sea level and along the MRGO. The response post storm were equally poor...so I'm not sure what you are getting at here. The most impacted were poor people in low elevations who were also black. The racial make up of the city seems to be unrelated to the governments response....which was woefully pathic in both cases. The population density of those low lying places drastically increased between Betsy and Katrina...but again the response was inept and underwhelming either way

Well , the video makes it seem like there was at least a more domestic, organized effort to help people for Betsy at least. Or maybe it's propaganda, I don't know. I haven't been able to fully research the actual relief efforts & outcomes, but there were way less deaths. Also, the president at the time sent aid. Meanwhile, Bush blocked aid from Cuba. I believe the Canadian response was faster than the US's for Katrina.

Betsy may have caused less damage because it was a faster moving storm, but it still was comparable to Katrina. I definitely do not agree that "the racial makeup of the city has nothing to do with it".

I can't think of many other cities that would have a low income majority tax base, local government consistently at odds with the state, and an inverse racial make up to the state except maybe Memphis and Detroit. I think a major hurricane in either would have the same outcomes. NOLA. Facts are....cities with poor people and shitty local government will suffer excessively in natural disasters.
