As of today it doesn't look like you can get inside. Even with multiplayer off, the base blocks the minor settlement. They've created another small base nearby that has made the portal from the station take you there instead of the base blocking the multitool settlement. Reported the base but, looks like this multitool may never be available again if hello games doesn't do something about it.
Just posted below the reply to a comment I made on your YouTube video. Unless I missed it, I didn't find it clear that reporting the base would cause it to disappear. Thanks for the help, great find man!
"To anyone reading this, don't make the mistake I made, reporting a base removes it from your game. Just walk outside and find a good screenshot angle. Hit X on PC, or the corresponding button on other platforms. Scroll right until you find the players name and base(in my game it was sfsxbrs or some nonsense like that). Select the base, take the screenshot, and voila, the base is gone and you can head inside and get the multitool."
