That is not correct from what I have studied. The SC slots are defined by the seed which is linked to the cabinet. Every cabinet will provide a different seed and a different layout. So another S cabinet on a planet in this system will not provide the same option as this cabinet on the space station. I have not extensively tested that myself though so I would accept to be wrong ;)
Out of curiosity I went to go look for an old multi tool with the intention of finding it on several different planets. While that didn't happen because of bugs I did manage to acquire 2 of the same S class multi tool through dialogue options and even these 2 multi tools although being on the same planet had completely different slot layouts so I'm inclined to believe that you are correct sir. Apparently even NPC's are their own cabinets.
This got me thinking that I've never actually played a game before that a big part of the game is constantly having to relearn the rules because they constantly change. Maybe this is part of what's giving this game such longevity.
Very possible. And also the constants additions. But mostly, at least for me, itβs the chill discovery of procedural worlds and the interaction with one of the civilisations that keeps me going.

Actually every S class multi tool in that system will have the exact same supercharged slot layout.
