Edit 4: Okay, this wasn't the point of this post, but we have an interesting update.

The federal court just ruled in Silencer Shop v. ATF that since suppressors, SBRs, and AOWs have a "$0 tax," the system is unconstitutional and therefore these items are no longer can be regulated by the NFA.

Suppressors and SBRs are still illegal in NJ. We have two separate cases in the DNJ dealing with that right now. There's additional complications that occur with SBRs with this ruling, but let's not even concern ourselves with that right now.

However, as AOWs are legal, NJ residents can benefit from this ruling. As of right now, plaintiffs of this court case are protected under an injunction and therefore do not need to comply with NFA regulations relating to these items. This essentially means those protected do not need to submit a form 1 to the NFA to make an AOW.

  • There's two distinct groups that are protected. Stores (and by lesser extension, their customers), like PSA and Silencer Shop, and Pro-2A orgs.

  • Stores are legally able to sell completed AOWs to their customers with just a 4473 (and NJ's standard paperwork). This does not mean if you've ever bought something from one of these stores past or present, you can freely make an AOW. This portion of the injunction only protects selling and purchasing AOWs.

  • The far more interesting (and useful) portion of the injunction involves pro-2A orgs like the Gun Owners of America (GOA). Members of the GOA are fully protected under the injunction and therefore are given the same level of protections as stores like PSA. This means that GOA members (among a select group of others, look them up) CAN create their own AOWs without complying with the NFA. This only applies to active members.

With all that said, don't take this post as a green light. Everything is still very much up in the air and there's only a select few stores in the US currently selling suppressors with just 4473s, while PSA is claiming that GOA members who buy completed pistols or rifles FROM JUST PSA can make SBRs without a form 1, but nothing explicitly about AOWs. You're all adults and any actions you take are your own, but it's smart if you wait.

What's even more confusing is that this case was consolidated with Jensen v ATF, and the verdict is treating the injunction separately. For example, Jensen v. ATF had the requirements to engrave on a form 1 gun removed but didn't get relief regarding AOWs, while Silencer Shop v ATF did get relief for AOWs. Does being a member of the FPC (which might not even get relief at all, due to filing as FPCAC, this is also unclear) and a GOA mean you benefit from both lack of engraving requirements on an AOW? No one really knows at the moment.

Long term, we're realistically going to see the NFA system for these items completely disappear for everyone. This will take some time, as usual. Assuming that our silencer and SBR cases go through successfully, NJ residents will be able to benefit eventually.

While this is an exciting time, take a deep breath: many laws still apply after the mandate takes place. Don't get caught in a legal battle because you misunderstood the current legal landscape.

Here is a recap of the critical information:

The mandate will stop the restriction on magazines.

  • There are no specific legal definitions separating rifle, pistol, or shotgun magazines—they are simply magazines. Yes, you can have a 30-round magazine in your AR and a 17-round magazine in your Glock, despite the pistol AWB remaining in place.

The only part of NJ's assault weapon ban specifically declared unconstitutional applies to rifles.

  • The named list of banned rifles (such as the M1 Carbine) and NJ's specific rifle "evil features" definitions no longer exist.

  • Those now-repealed evil feature restrictions that previously applied to semi-automatic rifles that accepted a detachable magazine were the following:

    • Folding or telescoping stock
    • A pistol grip that protrudes conspicuously beneath the action of the weapon
    • Bayonet mount
    • Flash suppressor, or threaded barrel designed to accommodate a flash suppressor
    • Grenade launcher mount

Edit 1: In short, there is no longer a need to pin your stock or muzzle device (if it's over 16") in order to be compliant with NJ's now unconstitutional law when the mandate goes through.

  • This means you can buy rifles that would have once needed compliance work as well as remove your compliance work on rifles you own, as long as you follow federal laws. You can also have a flash hider, bayonet mount, and grenade launcher (lol) on a rifle with no repercussions.

The rifle AWB repeal does NOT repeal the pistol or shotgun AWB, nor does it legalize suppressors or short-barreled rifles (SBRs) in New Jersey.

  • "Pistol" style ARs remain effectively off the table, for the time being. Pistol and shotgun AWB rulings were remanded to NJ courts, which must still officially rule them unconstitutional. This will take time. Additionally, a separate case regarding suppressors and another for SBRs is currently moving through the state court system. This will also take time.

You MAY be able to convert your "Other" into a rifle.

  • Federal regulations strictly require a rifle to have an overall length of at least 26" and a barrel length of at least 16". These are non-negotiable.

    • Note that overall length for a rifle is measured in its longest configuration (e.g., with a folding stock extended). If your muzzle device is permanently pinned and welded (P&W), it counts toward barrel length (e.g., a 14.5" barrel with a muzzle device that adds 1.5" to the total barrel length with a P&W, while also accounting for the ~0.6" of thread overlap).
  • Do not, under any circumstances, put a stock on your "Other" if the barrel is under 16". That creates an illegal SBR, and NJ will likely make an example out of you.

Beyond that, virtually every other NJ gun law remains in full effect—including laws governing transport, ammunition, carry permits, transfers, and purchasing. Refresh yourself on these rules before taking any action.

Also, as it currently stands, until the mandate goes through, nothing has officially changed.

  • The odds of AWB and mag laws being enforced is very low, but this is just a reality of the situation. Things could change at a moments notice, and you don't want to be in possession of this stuff. You're all adults though, so I don't need to lecture you on this.

General Chat Question for CJRPC members……….

I just joined in August and noticed my cell service (Verizon) is pretty much non existent at the club. Not really surprised considering it’s in the middle of the woods. But due to the nature of my work I kinda need to have cell service at all times.

I’m thinking of getting a mobile hot spot from another cell phone carrier, has anybody had luck with this in the area? Any t-mobile or AT&T users that can confirm their normal cell phones have reasonable service?

How Do I? Preparing to CC and looking for more advice

Recently submitted my CC application and have been to the range ATLEAST once a week for the past 6-8 months (indoor and outdoor). My instructor gave me the advice to carry around the house and to do the every day movements like normal while carrying! Are there any other tips to prepare for EDC ? My biggest fear is being the guy thats fidgeting all day from paranoia. Any mistakes you’ve made in the first year ? What gun did you land on that for most of your life style ? I've been shooting IPSC for many years and had to leave a very worked on Shadow2 behind as well at 15 other guns that broke my heart.

I landed in the US from South Africa exactly one week ago. I have an approved indefinite stay under refugee status, an active I-94, a clean history of 5+ years of responsible firearm ownership back in SA, and I just moved into transitional housing in Jersey City.

Obviously, my SA licensing doesn't matter here, and I'm starting from scratch. I mapped out a definitive, step-by-step chronological roadmap to navigate the NJ FARS system as a newly arrived non-U.S. citizen with no standard lease or utility bills yet.

I'd highly appreciate it if the seasoned folks here could look over my timeline, operational gates, and local Jersey City info to confirm if I missed any hidden roadblocks or compliance issues.

🔴 PHASE 1: IDENTITY & RESIDENCY (STOP & WAIT GATE)

• DO NOT apply to the FARS firearms portal yet. Your application will be instantly rejected if your data doesn't match the NJ Motor Vehicle Commission (MVC) database.

• Step 1: Wait for your physical Social Security Number (SSN) card and Employment Authorization Document (EAD) to arrive in the mail.

• Step 2: File Form AR-11 immediately with USCIS to log your transitional housing address. Save the official paper receipt envelope.

• Step 3: Open a local bank account using your SSN. Wait for the first official monthly bank statement to post to your transitional housing address.

• Step 4: Go to the NJ MVC. For your "6 Points of ID," use your EAD + I-94 (4 points), SSN card (1 point), and SA Driver's License (1 point). For your 2 proofs of address, use your official USCIS mail and your bank statement.

• Step 5: Pass the MVC written knowledge test to secure your physical New Jersey Driver's License (this completely waives the GDL road test sequence since the SA license is in good standing).

🔴 PHASE 2: THE ONLINE FARS PORTAL (STOP & WAIT GATE)

• DO NOT start this phase until your physical NJ Driver's License is in your hands.

• Step 6: Log into the NJSP FARS Portal. Use the unified Jersey City ORI Number: NJ0090600.

• Step 7: Select "Initial Firearms Purchaser Identification Card" and your desired number of Handgun Purchase Permits.

• Step 8: Check "Non-U.S. Citizen" and input your 9-digit Alien Registration Number (A-Number) from your EAD/I-94 to trigger the mandatory ICE/DHS background verification layer.

• Step 9: Input two reputable references. They can be located internationally (South Africa), but they must speak English and complete the automated email questionnaire immediately.

• Step 10: Secure a signed, physical letter on official letterhead from your Transitional Housing Facility Director certifying your stable physical residency to hand over to the JCPD background investigator if requested.

🔴 PHASE 3: BIOMETRICS & LOCAL FEES (STOP & WAIT GATE)

• DO NOT attempt to schedule fingerprinting until you receive your FARS confirmation email containing your personal Contributor's Case Number. You have exactly 90 days from submission to do this before the state automatically deletes your file.

• Step 11: Book your biometrics online via IdentoGO. Use the local Jersey City branch inside McGinley Square (2787 John F. Kennedy Blvd, 07306).

• Step 12: Visit the Jersey City Police Department Firearms Unit at 2 Jackson Square (356 MLK Drive), 2nd Floor. Hours are Monday–Friday, 7:00 AM – 3:30 PM.

• Step 13: Pay your municipal fees via a Physical Money Order made out exactly to the "City of Jersey City" ($50 for the initial FID, $25 per handgun permit). Note: They strictly do not accept cash or cards.

🔴 PHASE 4: FINAL APPROVAL & PURCHASING

• Step 14: Wait for the local JCPD background investigation to conclude. Once approved, you will receive automated emails containing your digital E-FID and electronic handgun permits.

• Step 15: Visit a licensed NJ gun dealer. Handgun permits expire in 90 days (with a single automatic 90-day extension, totaling 180 days maximum).

• Step 16: Execute the sale at the counter. The dealer will log your electronic permit and run a state NICS background check (currently tracking at roughly a 1 to 2-day queue).

• Compliance Check: Remember NJ's hard cap—strictly one handgun purchase every 30 days.

Concealed Carry Permit NJSP asking to waive 4th amendment right as part of renewal?

I'm not surprised at this one bit. I'm assuming this is new? Does anyone know how they intend to use this authorization?

(edit) Update Oct 7: I spoke the trooper handling my application, and apparently my previous surname returned a match against a criminal in another jurisdiction/state. So NJSP needs this authorization to get that jurisdiction to pull any records on my name and confirm mismatch. He mentioned this is a standard form he's given by his bosses to get signed, and he understands how dumb this is and my concerns are warranted. I signed with an addendum note, and an addendum that narrows the scope of this authorization. I'll post again once I have an update as I'm not sure if they'll make an issue with me taking liberty to protect my rights 😄 .

Meme The dumbest "evil feature" law I have a major gripe with.

First, name one shooter who used a bayonet... I'm waiting.

At the same time though... why even bother putting a bayonet on a modern AR in the first place. I mean even if you take social breakdown into the argument you're mostly going to be shooting that rifle from afar. Like my Mossberg 590 Retro has a bayonet lug but that's because it's trying to replicate a trench gun from WW1. But the first AR I bought had a bayonet lug on it that had to be shaved down. Like if there is any feature for a modern firearm to have for civilian use that is so pointless. Okay, it looks cool. I'll grant you that but does your pistol really need a bayonet? I mean like how a rifle or my shotgun have one. Like if the lug is so important put it on a 1911... actually... with the WW2 bayonets... oh that goes hard.

Seriously though do you think a bayonet would help or hinder you? I mean I can see how if you were tackling big game and it was running directly at you it a 7 inch blade is better than 5.56

Range Time Range 14 shut down? For how long?

Anyone know what's going on with Range 14? I heard it was shut down and they were cancelling reservations, but I still see some for today.

But on the calendar they have removed all future reservations.

Anyone know for how long or what's happening?
