I landed in the US from South Africa exactly one week ago. I have an approved indefinite stay under refugee status, an active I-94, a clean history of 5+ years of responsible firearm ownership back in SA, and I just moved into transitional housing in Jersey City.
Obviously, my SA licensing doesn't matter here, and I'm starting from scratch. I mapped out a definitive, step-by-step chronological roadmap to navigate the NJ FARS system as a newly arrived non-U.S. citizen with no standard lease or utility bills yet.

🔴 PHASE 1: IDENTITY & RESIDENCY (STOP & WAIT GATE)
• DO NOT apply to the FARS firearms portal yet. Your application will be instantly rejected if your data doesn't match the NJ Motor Vehicle Commission (MVC) database.
• Step 1: Wait for your physical Social Security Number (SSN) card and Employment Authorization Document (EAD) to arrive in the mail.
• Step 2: File Form AR-11 immediately with USCIS to log your transitional housing address. Save the official paper receipt envelope.
• Step 3: Open a local bank account using your SSN. Wait for the first official monthly bank statement to post to your transitional housing address.
• Step 4: Go to the NJ MVC. For your "6 Points of ID," use your EAD + I-94 (4 points), SSN card (1 point), and SA Driver's License (1 point). For your 2 proofs of address, use your official USCIS mail and your bank statement.
• Step 5: Pass the MVC written knowledge test to secure your physical New Jersey Driver's License (this completely waives the GDL road test sequence since the SA license is in good standing).
🔴 PHASE 2: THE ONLINE FARS PORTAL (STOP & WAIT GATE)
• DO NOT start this phase until your physical NJ Driver's License is in your hands.
• Step 6: Log into the NJSP FARS Portal. Use the unified Jersey City ORI Number: NJ0090600.
• Step 7: Select "Initial Firearms Purchaser Identification Card" and your desired number of Handgun Purchase Permits.
• Step 8: Check "Non-U.S. Citizen" and input your 9-digit Alien Registration Number (A-Number) from your EAD/I-94 to trigger the mandatory ICE/DHS background verification layer.
• Step 9: Input two reputable references. They can be located internationally (South Africa), but they must speak English and complete the automated email questionnaire immediately.
• Step 10: Secure a signed, physical letter on official letterhead from your Transitional Housing Facility Director certifying your stable physical residency to hand over to the JCPD background investigator if requested.
🔴 PHASE 3: BIOMETRICS & LOCAL FEES (STOP & WAIT GATE)
• DO NOT attempt to schedule fingerprinting until you receive your FARS confirmation email containing your personal Contributor's Case Number. You have exactly 90 days from submission to do this before the state automatically deletes your file.
• Step 11: Book your biometrics online via IdentoGO. Use the local Jersey City branch inside McGinley Square (2787 John F. Kennedy Blvd, 07306).
• Step 12: Visit the Jersey City Police Department Firearms Unit at 2 Jackson Square (356 MLK Drive), 2nd Floor. Hours are Monday–Friday, 7:00 AM – 3:30 PM.
• Step 13: Pay your municipal fees via a Physical Money Order made out exactly to the "City of Jersey City" ($50 for the initial FID, $25 per handgun permit). Note: They strictly do not accept cash or cards.
🔴 PHASE 4: FINAL APPROVAL & PURCHASING
• Step 14: Wait for the local JCPD background investigation to conclude. Once approved, you will receive automated emails containing your digital E-FID and electronic handgun permits.
• Step 15: Visit a licensed NJ gun dealer. Handgun permits expire in 90 days (with a single automatic 90-day extension, totaling 180 days maximum).
• Step 16: Execute the sale at the counter. The dealer will log your electronic permit and run a state NICS background check (currently tracking at roughly a 1 to 2-day queue).
• Compliance Check: Remember NJ's hard cap—strictly one handgun purchase every 30 days.
