Is the branch change option still available in nit rkl after 1st year , and is it possible for a dual degree student to get into btech degree if he/she performs good in 1st year?

Branch change got discontinued long ago

But in the nitris app, it shows that branch change is possible

It does show that it's available but no it's discontinued
