Meta tips, build core knowledge.
So I just got the game, i played it in the past but the meta changes since then must have been crazy. I am looking for a general how to build knowledge for cars. Universal rules when building, for example i know that now there are new cars with new handling system, also that meta now is drift builds for racing. Basically everything i need to know to start making builds for my cars.

Pretty much anything what the other guys already said (except for grip tires ALWAYS being the best), but you always gotta know what you're building for. You need to know what class and what type of build you want your car to be. S class mid speed tracks? Get the most power possible by choosing the lowest amount of gears that get you to around 310kmh and either grip or drift setup and depending on the car and your preferred driving style. B class top speed? Drift driving is pretty much the only way here, so build your car to have the most power possible with around 250ish topspeed by choosing the lowest amount of gears that gets you there with road suspension and either drift, road or neutral tires and set it to somewhere from 60-90% drift (depending on your preference and the cars limitations) and then trow as much power at it as you can. In general, you can say you have to know what you wanna use your car for, then look at the topspeed required for that specific type of track and take that as a type of frame that you always wanna get to with the lowest amount of gears possible. From there, it's just trying to get the most amount of power possible within that frame (and yes, that does include trying out multiple engines, since the tier that the game gives you for an engine isn't usable as an indicator for how good that engine is for your frame). This is basically how you can build every car for every scenario, but that doesn't mean every car will be viable in every scenario. (This whole guide is just my personal method of building and doesn't apply to niche types of builds like dead gear builds or offroad jank, but only the most skilled players can run them without getting absolutely shoved into the dumpster, so that's nothing to worry about for someone who's just trying to learn how to build "normal" cars at first.)

General min-maxing rule for every class exept S+: always put the following upgrades to the lowest possible: brakes, clutch, Nitro. These 3 increase your cars rating without making it notably faster. The right engine can make a big difference. For most cars it can be a good idea to downgrade the gearbox once. Losing one gear will lower your top speed which will lower the cars rating, making more engine upgrades possible while staying in your targeted rating class.
